BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1.  Section 49.154(b), Education Code, is amended to
(b)  Receipts shall be deposited in the state treasury and
may be used only for teacher salaries and purposes related to
classroom instruction at a school district or open-enrollment
charter school [foundation school program purposes].
SECTION 2.  This Act takes effect September 1, 2025.
