What This Bill Does

Requires the Texas Education Agency and the comptroller to prepare a comprehensive school finance report by December 31, 2025, detailing all school funding sources, expenditures, and transfers from fiscal year 1994 onward. The report must break down funding amounts from different sources, specify how money was spent (including administrative costs and district distributions), track any fund transfers, and identify unspent funds. The legislation mandates clear reporting of local recapture funding and state funding, with the reporting requirement expiring on September 1, 2026.
