relating to the establishment of a reporting and education program for the dangers of balloons to livestock. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Subchapter K, Chapter 88, Education Code, is amended by adding Section 88.823 to read as follows: Sec. 88.823. THREAT OF BALLOONS TO LIVESTOCK. (a) The extension service shall establish a system for ranchers to report (1) balloons on the ranchers' property; and (2) livestock that have died from eating a balloon. (b) The extension service shall develop and implement an (1) ranchers of the reporting system established under (2) people about the dangers of releasing balloons to (c) The extension service shall prepare an annual report based on the results of the reports made under Subsection (a) and submit the report to the legislature not later than January 1. The report may contain recommendations for actions for deterring the SECTION 2. This Act takes effect September 1, 2025.
