What This Bill Does
Restricts regional water planning groups from including water supply sources that require eminent domain and are located in another planning area, unless they first prove that all local water sources are insufficient. The planning group must demonstrate they've exhausted local water management strategies and submit a comprehensive report analyzing potential negative ecological, economic, and social impacts on the area where the water would be sourced, along with a detailed mitigation plan. The legislation aims to protect local communities from having their water resources appropriated without thorough investigation and consideration of potential consequences.
