What This Bill Does
Modifies how the Texas Commission on Environmental Quality (TCEQ) reviews and issues waste discharge permits by requiring a more comprehensive evaluation of regional waste treatment options. Applicants must now demonstrate either that it is not economically feasible for existing permit holders to handle their waste, or that they can treat and discharge waste at a higher water quality standard than other existing permit holders. The changes apply to permit applications filed on or after September 1, 2025, focusing on improving waste management efficiency and environmental standards.
