BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Section 2113.107, Government Code, is amended by adding Subsection (h) to read as follows: (h) In this subsection, "state agency" includes the legislature and an agency in the legislative branch of state government. Except as provided by this subsection, a state agency may not use appropriated money to purchase a periodical. A member of the legislature may purchase one subscription to each periodical that is published in the district the member represents. A state officer who is elected in a statewide election may purchase one subscription to each periodical that is published in this state. This subsection does not apply to a purchase for or by a state museum, a state library or archive, or an institution of higher SECTION 2. Subchapter C, Chapter 2113, Government Code, is amended by adding Section 2113.108 to read as follows: Sec. 2113.108. NEWS MEDIA. Except as provided by Section 2113.107(h), a state agency may not use appropriated money to sponsor, partner with, donate to, or otherwise provide financial SECTION 3. This Act takes effect September 1, 2025.
