What This Bill Does

Ensures equitable funding for agricultural research and extension programs at Texas A&M University and Prairie View A&M University by limiting how money can be used based on the ratio of state appropriations to federal grants. It prevents Texas A&M from using appropriated funds in a way that would create an unequal funding ratio compared to Prairie View A&M University's agricultural programs. The legislation aims to provide more balanced financial support for agricultural research at these two land grant universities, with implementation set for September 1, 2025.

Bill Text

relating to funding for agricultural research and programs at Texas
A&M University and Prairie View A&M University.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1.  Subchapter B, Chapter 86, Education Code, is
amended by adding Section 86.25 to read as follows:
Sec. 86.25.  USE OF MONEY FOR AGRICULTURE PROGRAMS. To
provide equity in the receipt of federal grants to support
agricultural research and extension programs at this state's land
grant universities, Texas A&M University may not use money
appropriated to the university for agricultural research and
programs that qualifies as state matching funding for federal
grants that support those programs at a ratio of state money
appropriated to federal money granted for those programs for a
state fiscal biennium that exceeds the ratio of state money
appropriated to federal money granted for those programs to Prairie
View A&M University for the same purpose for that biennium.
SECTION 2.  This Act takes effect September 1, 2025.
