BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1.  Section 521.002, Transportation Code, is amended
Sec. 521.002.  CONVENIENCE TO PUBLIC.  (a) The department
shall implement its duties under this chapter in the manner that
provides the greatest convenience to the public.
(b)  If a person who is otherwise eligible for the issuance
of an original, renewal, corrected, or duplicate driver's license
under this chapter applies in person at a driver's license office,
the department shall issue the license at the time of application.
SECTION 2.  Notwithstanding Section 521.002(b),
Transportation Code, as added by this Act, the Department of Public
Safety is not required to comply with that section before January 1,
SECTION 3.  This Act takes effect September 1, 2025.
