What This Bill Does
Requires toll project entities to install dynamic message signs at each entrance to tolled lanes that have variable pricing. These signs must clearly display the current cost of using the lane, the expected travel time for the tolled lane, and the travel time for adjacent non-tolled lanes, giving drivers transparent information before they enter the lane. Toll project entities have until January 1, 2026, to implement these new signage requirements, with the law taking effect on September 1, 2025.

relating to the installation and maintenance of dynamic message signs for certain tolled lanes operated by a toll project entity. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Subchapter B, Chapter 372, Transportation Code, is amended by adding Section 372.060 to read as follows: Sec. 372.060. DYNAMIC MESSAGE SIGNS REQUIRED FOR CERTAIN TOLLED LANES. A toll project entity that operates a tolled lane with prices that adjust to maintain free-flow speeds shall install and maintain a dynamic message sign at each entrance point to the (1) is viewable by every road user before entering the (2) includes the following information: (A) the current cost of driving in the lane from that entrance point to the final exit; (B) the current travel time in the lane from that entrance point to the final exit; and (C) the current travel time for any non-tolled lanes adjacent to the tolled lane for the distance described by SECTION 2. Notwithstanding Section 372.060, Transportation Code, as added by this Act, a toll project is not required to comply with that section before January 1, 2026. SECTION 3. This Act takes effect September 1, 2025.
