What This Bill Does
Requires oil and gas operators to provide at least three days' notice to both the Railroad Commission and the surface landowner before conducting fluid level or hydraulic pressure tests on inactive wells. The operator must obtain approval from the commission's oil and gas division before performing the test, and the surface estate owner has the right to witness the testing procedure. The new notification and approval requirements aim to increase transparency and communication between well operators and landowners during well maintenance activities.
