What This Bill Does

Modifies the process for approving standard environmental permits by requiring the Texas Commission on Environmental Quality's executive director to make approval decisions within 35 days after a public hearing, considering public comments, potential impact on local property values, and the facility's proximity to community assets like homes, schools, and parks. If an application is denied, the executive director must provide specific reasons for the denial and outline necessary modifications for the proposed plant to qualify for authorization.
