What This Bill Does

Requires political candidates and officeholders who accept over a certain amount of political contributions or make certain political expenditures in a calendar year to file their campaign finance reports electronically with the Texas Ethics Commission. The commission must then make these electronic reports publicly available on their website within seven business days of filing, increasing transparency in political campaign finances. The requirement will take effect for reports filed on or after January 1, 2026.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1.  Subchapter B, Chapter 254, Election Code, is
amended by adding Section 254.0365 to read as follows:
Sec. 254.0365.  ELECTRONIC FILING OF CERTAIN REPORTS
REQUIRED.  (a)  This section does not apply to a candidate or
officeholder for a judicial office subject to Subchapter F, Chapter
(b)  Notwithstanding any other law, a candidate or
officeholder who is required to file reports with the commission
shall file the reports electronically if in a calendar year the
(1)  accepts political contributions that in the
(2)  makes political expenditures that in the aggregate
(c)  The commission shall make each report filed in
accordance with this section available to the public on the
commission's Internet website not later than the seventh business
day after the date the report is filed.
SECTION 2.  The changes in law made by this Act apply only to
a report of political contributions and expenditures under Chapter
254, Election Code, that is required to be filed on or after January
1, 2026.  A report under that chapter that is required to be filed
before the effective date of this Act is governed by the law in
effect on the date the report is required to be filed, and the
former law is continued in effect for that purpose.
SECTION 3.  This Act takes effect September 1, 2025.
