What This Bill Does

Requires municipalities that impose operating, maintenance, replacement, or improvement charges for utility services to publicly disclose these charges by publishing them on their municipal and utility system websites and submitting the charge amounts to the Texas Secretary of State for publication in the Texas Register. The requirement ensures transparency by making utility service charges easily accessible to the public, allowing citizens and businesses to review and understand the specific costs associated with municipal utility services. The new regulations will take effect on September 1, 2025, giving municipalities time to prepare and implement the disclosure requirements.
