What This Bill Does
This Texas bill requires public housing authorities to apply tenant rental payments first to current or delinquent rent before using those funds for any other charges, fees, or expenses like maintenance or utility costs. The legislation ensures that rental payments directly address rent obligations, protecting tenants from potential eviction due to secondary charges. The bill will take effect on September 1, 2025, giving housing authorities time to adjust their payment application procedures.
