What This Bill Does

Modifies the qualifications for serving as a director on municipal utility district boards, specifically in counties bordering Mexico with a certain population size. For these specific districts, directors must now be qualified voters within the district, removing the previous requirement of owning taxable land. The changes do not affect current board members, who can continue serving or be reelected if they meet the new requirements, with the new rules applying to directors elected or appointed after September 1, 2025.
