BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1.  Subchapter D, Chapter 551A, Transportation Code,
is amended by adding Section 551A.060 to read as follows:
Sec. 551A.060.  OPERATION OF CERTAIN OFF-HIGHWAY VEHICLES ON
CERTAIN HIGHWAYS.  (a)  This section applies only to an off-highway
(1)  a recreational off-highway vehicle equipped with
side-by-side seating for the use of the operator and a passenger; or
(b)  Notwithstanding any other provision of this subchapter,
an operator may operate an unregistered off-highway vehicle
described by Subsection (a) on a highway for which the posted speed
limit is not more than 65 miles per hour if:
(1)  the highway is not an interstate or limited access
(2)  the vehicle displays a license plate issued under
SECTION 2.  This Act takes effect immediately if it receives
a vote of two-thirds of all the members elected to each house, as
provided by Section 39, Article III, Texas Constitution.  If this
Act does not receive the vote necessary for immediate effect, this
Act takes effect September 1, 2025.
