What This Bill Does

This Texas bill regulates hemp products by allowing state agencies to authorize hemp product manufacturing, with a specific focus on smoking and consumable products. The legislation clarifies that hemp-derived cannabinoids like CBD are not controlled substances and can be sold as food products, provided they are properly packaged and labeled. The bill takes effect on September 1, 2025, and aims to provide clearer guidelines for hemp product processing, manufacture, and sale in Texas.
