What This Bill Does

Requires concrete batch plants to include detailed plot plans when applying for a standard permit, showing property lines, emission points, buildings, tanks, and process equipment. The Texas Commission on Environmental Quality must establish regular emissions monitoring requirements for concrete plants that operate at or near their maximum hourly production rate. The new rules aim to improve environmental oversight and tracking of air contaminants from concrete manufacturing facilities, with implementation set for September 1, 2025.
