What This Bill Does
This Texas bill requires the Department of Public Safety to provide driver's license application forms and an alternate driver's license exam in the Nepali language. The changes will help Nepali-speaking residents more easily apply for and take their driver's license test by offering materials and examinations in their native language. The new provisions will apply to driver's license applications submitted on or after September 1, 2025, making the process more accessible for Nepali-speaking individuals in Texas.

relating to the provision in the Nepali language of application forms and an alternate examination for a driver's license. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Subchapter A, Chapter 521, Transportation Code, is amended by adding Section 521.016 to read as follows: Sec. 521.016. LICENSE APPLICATION AND FORMS IN NEPALI. The department shall provide in Nepali: (1) the application form for an original or renewal (2) all other forms required under Subchapter G for an application for an original or renewal driver's license. SECTION 2. Subchapter H, Chapter 521, Transportation Code, is amended by adding Section 521.1621 to read as follows: Sec. 521.1621. ALTERNATE EXAMINATION IN NEPALI. (a) The department shall design and administer in each county of this state an alternate examination for Nepali-speaking applicants who are unable to take the regular examination in English. (b) The alternate examination must be identical to the examination administered to other applicants under Section 521.161 except that all directions and written material, other than the text of highway signs, must be in Nepali. The text of highway signs SECTION 3. Section 521.1621, Transportation Code, as added by this Act, applies only to an application for a driver's license submitted on or after the effective date of this Act. An application for a driver's license submitted before the effective date of this Act is governed by the law in effect on the date the application is submitted, and the former law is continued in effect SECTION 4. This Act takes effect September 1, 2025.
