What This Bill Does

This Texas bill prohibits public higher education institutions from offering tuition or fee waivers based on a student's financial hardship or income level. The only exceptions are scholarships under Chapter 56 and courses fully funded by external sources, where waivers must be applied equally to all eligible students in good academic standing. The bill takes effect in January 2026 and will apply to the fall semester of that year, potentially impacting low-income students' ability to access reduced tuition rates.
