relating to the route designation for the issuance of a permit for the movement of oversize and overweight vehicles in certain BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Section 623.219(a), Transportation Code, is (a) For a permit issued by a port authority located in a county that borders the United Mexican States, the commission [shall], with the consent of the port authority: (1) shall[,] designate the most direct route from: (A) [(1)] the Gateway International Bridge or the Veterans International Bridge at Los Tomates to the entrance of the Port of Brownsville using State Highways 48 and 4 or United States Highways 77 and 83 or using United States Highway 77 and United States Highway 83, East Loop Corridor, and State Highway 4; (B) [(2)] the Free Trade International Bridge (i) [(A)] the entrance of the Port of Brownsville using Farm-to-Market Road 509, United States Highways 77 and 83, Farm-to-Market Road 511, State Highway 550, and East Loop (ii) [(B)] the eastern entrance of the Port of Harlingen using Farm-to-Market Road 509, United States Highway 77 Business, and Farm-to-Market Road 1846; (iii) [(C)] the western entrance of the Port of Harlingen using Farm-to-Market Roads 509 and 106; (iv) [(D)] the southern entrance of the Harlingen Industrial Park using Farm-to-Market Road 509; [and] (v) [(E)] the southern entrance of the Harlingen Aerotropolis at Valley International Airport using (vi) the western Cameron County line using Farm-to-Market Road 509 and United States Highway 281; and (2) may designate another route in consultation with SECTION 2. Section 623.363(a), Transportation Code, is (a) The commission may authorize a regional mobility authority to issue permits for the movement of oversize or overweight vehicles carrying cargo in Hidalgo County on: (A) U.S. Highway 281 between its intersection with the Pharr-Reynosa International Bridge and its intersection (B) State Highway 336 between its intersection with U.S. Highway 281 and its intersection with Farm-to-Market Road (C) Farm-to-Market Road 1016 between its intersection with State Highway 336 and its intersection with (D) Trinity Road between its intersection with Farm-to-Market Road 1016 and its intersection with Farm-to-Market (E) Farm-to-Market Road 396 between its intersection with Trinity Road and its intersection with the Anzalduas International Bridge; (F) Farm-to-Market Road 2061 between its intersection with Farm-to-Market Road 3072 and its intersection (G) U.S. Highway 281 between its intersection with the Pharr-Reynosa International Bridge and its intersection with the eastern Hidalgo County line [Spur 29]; (H) Spur 29 between its intersection with U.S. Highway 281 and its intersection with Doffin Canal Road; (I) Doffin Canal Road between its intersection with the Pharr-Reynosa International Bridge and its intersection (J) Farm-to-Market Road 1015 between its intersection with U.S. Highway 281 and its intersection with U.S. (K) U.S. Highway 83 Business between its intersection with Farm-to-Market Road 1015 and its intersection (L) Farm-to-Market Road 1015 between its intersection with U.S. Highway 83 Business and its intersection (M) Mile 9 Road North between its intersection with Farm-to-Market Road 1015 and its intersection with Joe (2) another route designated by the commission in consultation with the authority. SECTION 3. This Act takes effect September 1, 2025.
