relating to international cooperation agreements between certain state agencies and the United Mexican States and funding for infrastructure investment in this state; providing authority for certain agencies to issue bonds. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Section 792.005(b), Government Code, is amended (b) Only the following state agencies may issue bonds under (1) the Department of Agriculture; (2) the Texas Department of Economic Development; (3) the Texas Department of Housing and Community (4) the Texas Public Finance Authority; (5) the Texas Turnpike Authority; [or] (6) the Texas Water Development Board; (7) the Texas Commission on Environmental Quality; or (8) the Public Utility Commission of Texas. SECTION 2. Section 792.006, Government Code, is amended to Sec. 792.006. APPROVAL OF GOVERNOR AND LEGISLATIVE BUDGET BOARD. An agreement made by a state agency under this chapter that involves the use of money appropriated from the state treasury for projects inside or outside of this state is not valid unless it is approved by the governor and the Legislative Budget Board. SECTION 3. Chapter 792, Government Code, is amended by adding Section 792.007 to read as follows: Sec. 792.007. INFRASTRUCTURE INVESTMENTS. An agency described by Section 792.005(b) may create a funding mechanism to jointly invest in and leverage funding for infrastructure in Texas with the North American Development Bank. SECTION 4. This Act takes effect September 1, 2025.
