What This Bill Does

This Texas bill directs the Texas Commission on Environmental Quality to establish maximum allowable ground-level concentrations of hydrogen sulfide to protect public health. The bill sets different concentration limits based on land use: 0.04 parts per million for residential, recreational, business, or commercial areas, and 0.06 parts per million for agricultural or other non-residential areas, averaged over 30-minute periods. Violations will be classified as having major significance, impacting industrial facilities, agricultural operations, and other businesses that emit hydrogen sulfide.
