What This Bill Does

Prohibits the use of water to irrigate nonessential (nonfunctional) turf on nonresidential properties during drought conditions. The Texas Commission on Environmental Quality must create rules defining "nonfunctional turf" by January 2026, and water suppliers must update their drought contingency plans by May 2026 to include this prohibition. The law aims to conserve water during shortages by preventing unnecessary landscape irrigation in commercial, industrial, and other non-residential settings.
