What This Bill Does

Requires the Texas Department of Transportation (TxDOT) to install telecommunications conduit during road construction or reconstruction projects in the state highway system, with specific installation intervals (one mile in unincorporated areas, 500 feet in incorporated areas). The bill also establishes provisions for broadband providers to collaborate with TxDOT on voluntary joint trenching opportunities in highway rights-of-way, particularly in rural or underserved areas, with the goal of improving broadband access across Texas. TxDOT must provide notice of these opportunities on its website and submit annual reports to the legislature about joint trenching activities and associated costs.
