What This Bill Does

Modifies the inspection process for proposed Class I injection wells in Texas. It allows the executive director of the Texas Commission on Environmental Quality to accept inspection reports from licensed engineers or geoscientists, who can conduct inspections using satellite imagery, aerial views, or other appropriate information sources, instead of always conducting in-person site visits. The change applies to permit applications filed on or after September 1, 2025, potentially streamlining the well location review process while maintaining technical oversight.
