relating to the adoption of a comprehensive plan to protect oil and gas infrastructure in this state. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Subchapter C, Chapter 81, Natural Resources Code, is amended by adding Section 81.0661 to read as follows: Sec. 81.0661. OIL AND GAS INFRASTRUCTURE PROTECTION PLAN. (a) The commission shall develop and adopt a comprehensive plan to protect this state's oil and gas infrastructure, including (5) widespread power outages; and (6) other potential threats to this state's oil and gas (b) The commission may seek input from stakeholders when (c) The commission shall periodically update the plan SECTION 2. Not later than September 1, 2026, the Railroad Commission of Texas shall adopt the initial oil and gas infrastructure protection plan required under Section 81.0661, Natural Resources Code, as added by this Act. SECTION 3. This Act takes effect September 1, 2025.
