relating to the submission of certain reports to the legislature by the governor regarding a declared state of disaster. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Subchapter B, Chapter 418, Government Code, is amended by adding Section 418.027 to read as follows: Sec. 418.027. REPORT TO LEGISLATURE. Not later than the 30th day after the date the governor issues an executive order or proclamation declaring or renewing a state of disaster under Section 418.014, the governor shall submit to the legislature a (1) all expenditures relating to contracts entered into without complying with competitive bidding procedures during the declared state of disaster; and (2) all federal money received in response to the declared state of disaster, any expenditure or expenditure plan required by a federal program for the federal money, each state agency or program receiving federal money, and any state money required to match the federal money. SECTION 2. The changes in law made by this Act apply only to an executive order or proclamation issued or renewed under Section 418.014, Government Code, on or after the effective date of this SECTION 3. This Act takes effect September 1, 2025.
