What This Bill Does

This Texas bill expands mental health and substance use disorder coverage requirements for certain governmental health benefit plans, including basic coverage and primary care plans. The bill mandates that these plans must provide equitable coverage for mental health services, evaluating both in-network and out-of-network inpatient and outpatient care for quantitative and nonquantitative treatment limitations. The changes will take effect for plan years starting on or after January 1, 2026, potentially improving mental health treatment access for government employees and beneficiaries.
