relating to continuing education requirements for a member of the board of trustees of a school district regarding state laws governing public schools; providing a civil penalty. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Section 11.159, Education Code, is amended by adding Subsections (b-2) and (b-3) to read as follows: (b-2) The State Board of Education shall require a trustee to complete annual training regarding state laws governing public education. The training must include information regarding: (1) school district governance; (2) a trustee's ethical obligations; (3) the requirements regarding open meetings under (4) a trustee's fiduciary responsibilities to the (5) the prohibitions regarding nepotism under Chapter (6) legislative updates regarding state laws for public schools, including requirements and prohibitions related (B) diversity, equity, and inclusion (C) student participation in athletic (b-3) A trustee who does not complete the training required (1) liable to the state for a civil penalty in an (2) subject to the cancellation of any liability insurance coverage provided to the trustee by the district. SECTION 2. This Act takes effect September 1, 2025.
