What This Bill Does

Expands tuition and fee exemptions for students who were previously in the conservatorship of the Texas Department of Family and Protective Services. The exemption now applies to students who were in foster care on or after their 14th birthday, when they graduated high school, or when they were adopted, and who enroll in higher education as an undergraduate by age 25. The changes will take effect for the fall 2025 semester, providing financial support for young people who have been in the foster care system to access higher education.
