What This Bill Does

This Texas bill prevents state registration of certain mobility devices like electric bicycles, personal mobility devices, and vehicles with remote disabling technology on public highways. The bill explicitly protects citizens' rights to own and manually operate internal combustion engine vehicles, prohibiting any future regulations that would mandate automated driving systems or prevent human-driven vehicles. The legislation ensures that vehicle owners maintain control over their traditional vehicles, regardless of emerging autonomous vehicle technologies.
